The number of individuals successfully qualifying for Thailand’s state welfare program has significantly decreased following the implementation of more stringent eligibility criteria and improved income verification methods. The Fiscal Policy Office reported that the number of recipients has fallen from the 13.2 million who benefited under the previous system.
Revised Eligibility Criteria Drive Down Recipient Numbers
This reduction stems from a multi-pronged approach to screening applicants. Out of the total pool of applicants, a substantial 5.76 million individuals did not meet the prior income thresholds. An additional 3.56 million were subsequently excluded after failing to satisfy the newly revised rules.
Enhanced Income Verification: The Key Factor
According to Vinit Visessuvanapoom, director-general of the Fiscal Policy Office, the primary driver behind this decline is the enhancement of income verification processes. Previously, screenings heavily relied on personal income tax filings. However, the Revenue Department has now adopted a more robust system utilizing electronic withholding tax records. This advanced method allows for the verification of actual income, crucially including individuals who may not typically file tax returns.
Broadening the Scope of Exclusions
Beyond income verification, the updated criteria also introduce new categories of exclusion. The revised rules now disqualify individuals who serve as company directors, authorized directors, founders of partnerships, and those holding securities or debt instruments. This expansion aims to ensure that the welfare program more precisely targets those genuinely in need of financial assistance.
Integrated Data for Comprehensive Screening
To further strengthen the accuracy of its assessments, authorities have integrated the screening process with other key data sources. This includes electronic land records, providing insights into asset ownership, and credit information obtained from non-bank financial institutions. This comprehensive data linkage allows for a more holistic understanding of an applicant’s financial standing.
Shift to Individual Assessment and Income Ceiling
A significant policy shift involves moving from a household-based income assessment to an individual income evaluation. This change is designed to more accurately identify individuals requiring support, regardless of their household structure. While the assessment method has changed, the annual income ceiling remains at 100,000 baht per person. This consistent ceiling, coupled with individual assessments, aims to ensure that the benefits are directed towards those who fall below this financial threshold.
Registration and Benefit Activation Timeline
The results of the latest registration period are scheduled to be announced starting Friday at 6 p.m. For individuals who are first-time beneficiaries, a mandatory identity verification process must be completed. Eligible existing recipients, who have already undergone verification, will be able to access and utilize their benefits starting from August 1.
Future Outlook and Program Objectives
The adjustments to the state welfare program reflect a broader governmental effort to optimize resource allocation and ensure that social assistance reaches the most vulnerable segments of the population. By refining eligibility and verification processes, the authorities aim to create a more sustainable and effective welfare system. The focus on individual income and the integration of diverse data sources are key components of this strategy. The program’s success will be measured not only by the number of recipients but also by the accuracy with which it identifies and supports those genuinely facing financial hardship. The ongoing evaluation of these measures will likely inform future policy adjustments to further enhance the program’s reach and impact.
