Thailand’s popular co-payment scheme has successfully stimulated significant economic activity, driving a total of 86.4 billion baht in spending as of Friday. The initiative, designed to boost domestic consumption and support small businesses, has seen widespread participation from both consumers and merchants across the nation.
Scheme Participation and Merchant Engagement
The deputy government spokeswoman, Lalida Persvivatana, reported that a substantial 26,040,623 individuals had utilized the co-payment scheme by the end of the week. Complementing this consumer engagement, 1,192,636 merchants have successfully completed their verification process to join the program.
Of the verified merchants, a significant portion, 977,059, were already part of the previous “Khon La Khrueng” (Half-Half) Plus program. This indicates a strong retention rate for established businesses. Furthermore, the scheme has attracted a considerable number of new participants, with 215,577 merchants registering for the first time. These new entrants represent approximately 18.1% of the total participating businesses.
Ms. Lalida highlighted this influx of new merchants as a key success indicator, demonstrating the government’s effectiveness in integrating more small businesses into the digital payment and broader e-commerce ecosystem. This expansion is crucial for fostering a more modern and accessible marketplace for smaller enterprises.
Spending Breakdown and Economic Impact
The total expenditure of 86.4 billion baht is a result of contributions from both the government and consumers. Government subsidies accounted for 49.6 billion baht, while consumers contributed 36.8 billion baht. This illustrates a robust partnership where public funds act as a significant catalyst for private spending.
The spending pattern reveals a clear preference for traditional retail channels, with approximately 96.6% of the total amount being spent through regular, brick-and-mortar merchants. Food delivery platforms, while growing in popularity, accounted for a smaller share of 3.4% of the total spending. This suggests that the scheme is effectively reaching a wide array of local businesses beyond just online services.
According to Ms. Lalida, the program has been instrumental in channeling funds directly into the grassroots economy throughout Thailand. The benefits have been widely distributed, providing a much-needed boost to restaurants, small retailers, and various other small and medium-sized enterprises (SMEs) that form the backbone of the national economy.
The 60:40 Model and Economic Stimulation
The co-payment scheme operates on a 60:40 model, where the government shoulders 60% of the cost, and consumers cover the remaining 40%. This structure is designed to encourage greater consumer spending by reducing the out-of-pocket expense for essential goods and services.
Ms. Lalida emphasized that this model generates more dynamic economic activity compared to direct government spending alone. By incentivizing private consumption, the scheme not only supports businesses but also enhances the purchasing power of citizens, creating a virtuous cycle of economic growth. This approach leverages public funds to unlock greater private sector investment and consumer confidence.
Program Details and Usage Period
The benefits accrued through the co-payment scheme can be utilized by eligible participants until September 30. The funds can be applied to a wide range of purchases, including food, beverages, goods, and services, offering flexibility to consumers.
To ensure equitable distribution and manage the overall budget, the government has set specific limits on its contribution. The government’s subsidy is capped at 200 baht per person per day. Additionally, there is a monthly cap of 1,000 baht per person on the government’s contribution. These limits help to spread the benefits across a larger number of participants and maintain the sustainability of the program.
The continued success and broad participation in this co-payment scheme underscore its importance as a tool for economic recovery and growth in Thailand. By fostering collaboration between the government and its citizens, the initiative is making a tangible impact on businesses and livelihoods nationwide.
