Thailand faces a critical need to reform its vocational education programs to align with evolving industry demands and a rapidly changing technological landscape, according to human resource policy advisor Yongyuth Chalamwong. For 15 years, the World Bank has advocated for Thailand to transition from labor-intensive industries to technology-driven sectors. However, the nation continues to rely heavily on a large pool of low-cost migrant workers, numbering over 4 million, to support its traditional industries, despite a domestic workforce of approximately 40 million. This reliance is driven by the significantly lower labor costs and ease of recruitment associated with migrant workers compared to Thai nationals.
The University Overload and Skills Mismatch
Compounding the issue, Thailand’s educational system places a strong emphasis on university degrees. With over 200 universities, the country produces a surplus of graduates whose qualifications often exceed industry requirements, a phenomenon known as vertical mismatch. Furthermore, a significant number of these graduates possess skills that do not align with the actual needs of the job market. This disconnect results in an annual unemployment rate of over 300,000 new graduates, leading to an estimated opportunity cost exceeding 10 billion baht each year, as highlighted by the Thailand Development Research Institute (TDRI).
Learning from International Models
Many developed nations adopt a different approach, offering more substantial support for polytechnic education rather than heavily subsidizing higher education. China, for instance, directs approximately half of its students toward polytechnic institutions. In contrast, vocational education in Thailand is often perceived as a less desirable, or even inferior, educational pathway. Despite nearly 1 million students enrolled in vocational programs, with around 400,000 attending private institutions, many vocational students opt for fields outside of technical disciplines, such as social sciences, accounting, or business administration.
Underfunding and Technological Gaps
The Thai government’s allocation of resources to vocational education remains notably limited. This underfunding is particularly problematic given that polytechnic training necessitates substantial investment in state-of-the-art equipment and tools. These resources require continuous upgrades to keep pace with rapid technological advancements, such as the fast-evolving electric vehicle (EV) sector, which sees new models introduced regularly.
Promoting Industry-Integrated Learning
Mr. Yongyuth suggests that Thailand should adopt and promote the workforce development model successfully implemented in the Eastern Economic Corridor (EEC). This innovative approach involves forging memorandums of understanding between industries and vocational schools. These partnerships ensure that training programs are tailored to develop and supply workers directly to meet specific industry needs. He advocates for vocational schools to cultivate skilled workers through a work-integrated learning strategy, which seamlessly blends theoretical classroom instruction with practical, hands-on experience in real workplace environments.
The Work-Integrated Learning Model
A balanced 50:50 approach, where students dedicate half of their study time to internships, could be highly effective. For a four-year program, this would mean two years of academic study and two years of practical experience within factories. During these internships, students would receive wages, ensuring that their developing skill sets are directly relevant to current industry demands and that workforce development remains aligned with market needs. This model not only provides valuable experience but also offers financial support to students.
Responding to Market Demand in a Rapidly Changing World
The traditional, broad, long-term approach to workforce planning is no longer sufficient in an era of swift technological change. Mr. Yongyuth emphasizes that workforce development must become more responsive to immediate market demands. For example, as the electric vehicle industry continues its expansion, there will be a growing need for qualified EV technicians in every subdistrict. Similarly, the increasing use of drones in agriculture necessitates the availability of skilled drone repair technicians across all regions.
Attracting and Retaining Highly Skilled Talent
Addressing the challenge of retaining highly skilled Thai talent is also crucial. Many individuals who pursue advanced technology education abroad are reluctant to return to Thailand due to a scarcity of suitable employment opportunities. Major advanced industries are often concentrated in countries that possess the core technologies, such as South Korea for Samsung or China for Huawei. The wage disparities between these countries and Thailand remain a significant factor influencing the decision of skilled professionals to stay abroad. To counter this, Thailand needs to foster an environment that offers competitive opportunities and advanced roles for its returning talent.
