Temporary IDs Issued to Myanmar Refugees in Thailand
RATCHABURI – A new initiative to provide identification for foreign nationals residing in Thailand under humanitarian provisions, including those displaced by the ongoing conflict in Myanmar, has officially commenced. A kick-off ceremony was held in Ratchaburi province on Wednesday to launch the registration process.
The event was presided over by the Director-General of the Department of Provincial Administration (DOPA), Narucha Kosacivilize. Attendees included provincial officials, administrators, and representatives from the UN High Commissioner for Refugees (UNHCR). The Governor of Ratchaburi, Thitiluck Kampha, was also present.
Humanitarian Focus and Administrative Clarity
Director-General Narucha explained that Thailand has been offering refuge to individuals from Myanmar along its border since 1984, based on humanitarian principles. This has historically involved granting temporary permissions for their stay.
The newly implemented system is designed to establish precise and current population records. This will enhance administrative efficiency and provide greater legal certainty for both the residents and the authorities.
‘Pink Card’ for Government Services
Under regulations established in 2026, eligible refugees who undergo the registration and verification process will be issued non-Thai identity cards. These cards, commonly referred to as ‘pink cards,’ are intended to streamline access to government services, facilitate official transactions, and ensure lawful documentation for their holders.
Director-General Narucha emphasized that the primary purpose of these ID cards is for identification and administrative management. They will enable authorities to confirm the status, place of residence, and permitted conditions for individuals carrying the cards.
“The scheme does not grant Thai citizenship or associated rights,” stated Director-General Narucha. “It serves as a humanitarian management tool while supporting national security and public order.”
