In a remarkable industrial transformation, Zheng’an County in China’s Guizhou province has emerged as a global powerhouse in guitar manufacturing. Producing one in every seven guitars sold worldwide, this southwestern town, which had virtually no guitar-making industry just a decade ago, now stands as a testament to strategic government investment and the leveraging of local advantages. This rapid ascent exemplifies China’s industrial development strategy, particularly when local and central government resources are channeled to capitalize on favorable conditions.
The “Phoenix to the Nest” Initiative
For many years, Zheng’an’s working-age population sought employment in manufacturing centers like Guangdong. Among them was Zheng Chuanjiu, who established a successful guitar-making business in Guangzhou, the provincial capital. His company, Shenqu Guitar, employed many fellow villagers from Zheng’an. Recognizing the potential to revitalize their hometown, local authorities in Zheng’an launched the “return the phoenix to the nest” initiative in 2012. This program aimed to encourage skilled migrant workers to return home and establish businesses, fostering local industrial growth.
Zheng Chuanjiu was among the first to heed the call. “The county officials reached out to us. They wanted us to come back and develop the industry,” he recounted. Shenqu Guitar became the inaugural guitar manufacturer to set up operations in Zheng’an’s newly designated economic zone. The success of this pioneering move soon attracted others. “After I’d been working here for a few years, many friends saw how well I was doing and came here to join me to develop the industry,” Zheng added. During a visit, rows of finished guitars at Shenqu’s factory awaited final checks before shipment, embodying the factory’s motto: “Why go far away to work when home is the best place?”
Natural Advantages and Government Support
Within approximately ten years, Zheng’an witnessed the birth of 87 homegrown guitar brands, solidifying its status as an industrial cluster. Local authorities played a crucial role by offering attractive incentives, including comprehensive financial, tax, and employment support packages. Some companies benefited from tax exemptions for up to three years and a decade of free rent, significantly lowering the barrier to entry and expansion.
Beyond these governmental aids, Zheng’an possesses inherent natural advantages conducive to guitar production. Master luthier Zhang Weiyi, who relocated his business from Guangzhou to Zheng’an in 2019, highlighted the area’s ideal climate for crafting musical instruments. “Whether the industry is big or small, whether it’s making an impact, that doesn’t really matter to me,” Zhang stated, meticulously sanding a piece of ox bone for a custom guitar. He emphasizes his focus on craftsmanship and long-standing client relationships rather than sheer scale. While Zhang himself produces around 150 guitars annually, the town as a whole manufactures an impressive 2.5 million guitars each year, earning its self-proclaimed title: “Capital of Guitars, City of Music.”
Global Reach and Economic Impact
Zheng’an has successfully transformed into a significant export hub. In 2025, the town exported guitars valued at 248 million yuan (approximately $36 million) to over 40 countries. Local authorities further facilitate international trade by streamlining export-rebate procedures. For instance, from January to July 2025, registered local enterprises received substantial tax reductions and exemptions totaling 147 million yuan.
While Chinese state subsidies and assistance have drawn criticism from the United States and Europe in sectors like electric vehicles and solar panels, the strategy of fostering specialized regional industries like Zheng’an’s guitar manufacturing is viewed by some economists as vital for rural development. Zhejiang University economist Dong Xuebing argues that pursuing such unique industrial foundations is crucial for stemming population outflow to major cities and revitalizing neglected areas. He advocates for counties to leverage their distinct advantages for “distinctive, differentiated development.”
A Thriving Musical Community
The impact of Zheng’an’s guitar industry extends beyond economics, fostering a vibrant local culture. Master luthier Zhang Weiyi described a palpable shift in the town’s atmosphere, noting that music now frequently fills the main square. The sight of residents, young and old, carrying guitar cases on their way to lessons has become commonplace, painting a picture of a community deeply intertwined with its signature industry. This integration of music and manufacturing has created a unique and enriching environment for the people of Zheng’an.
