Thailand is considering allowing private investors to develop and operate small modular reactors (SMRs) as part of its upcoming Power Development Plan (PDP). This strategic shift aims to replace aging fossil-fuel-based small power producers (SPPs) and align with the nation’s clean energy goals.
Thailand’s Evolving Energy Strategy
An energy official, who spoke on condition of anonymity, revealed that proposals to unlock private sector participation in nuclear SMR projects are being finalized. The country expects to conclude the PDP 2018 by the end of the third quarter of this year. This plan signifies a governmental pivot towards private sector-led clean energy development, reducing reliance on coal and gas.
Small modular reactors represent a nuclear power technology with a generating capacity of up to 300 megawatts per unit, roughly one-third the size of traditional nuclear reactors. According to the International Atomic Energy Agency, SMRs can deliver steady output and high-temperature steam for industrial use, making them suitable replacements for fossil-fuel SPPs located in industrial estates. This capability is particularly advantageous as renewable sources like wind and solar expand rapidly, often requiring costly large-scale battery systems to compensate for their variability.
Advantages of SMRs in Industrial Settings
SMRs offer a unique advantage by being able to utilize existing infrastructure, including power lines and industrial park facilities, while simultaneously generating electricity and steam needed for manufacturing. The official noted that these reactors are expected to operate with an availability factor exceeding 90%. Availability factor refers to the percentage of time a power plant is ready to generate electricity over a given period, regardless of whether it is actively running.
“Bringing an SMR online is a long-term development, potentially taking over 10 years from the initial announcement to final construction,” the official explained. “If you truly understand SMR technology, you realize it’s a long-term endeavor.”
The Role of Nuclear Power in Thailand’s Energy Mix
The official emphasized the critical importance of diversifying Thailand’s energy mix. Currently, the country heavily relies on natural gas as a bridging fuel while phasing out coal. “Nuclear power could be one of the right choices,” he stated, adding that public education will be crucial to build confidence in nuclear safety and overcome public apprehension.
