UK regulator Ofcom has imposed a £950,000 fine on the provider of a suicide forum linked to more than 130 deaths across Britain. The forum features in several coroners’ reports.
Illegal Content and Vulnerabilities Exposed
The platform hosts user-generated content that encourages or assists suicide, a criminal offense in the UK. This includes detailed instructional materials on methods and discussions targeting vulnerable individuals. Ofcom declines to name the forum or its provider due to the sensitive nature of the material.
“This is a significant fine on a suicide forum known for exploiting the most vulnerable in society,” stated Suzanne Cater, Ofcom’s director of enforcement.
Insufficient Access Restrictions
The provider implemented changes to block UK access, but these measures fell short. Users can still reach the site without a virtual private network (VPN), and restrictions apply inconsistently.
Online Safety Act Violations
Under the UK’s Online Safety Act, platforms must evaluate risks of illegal content, prevent user exposure, and remove violations swiftly. Ofcom’s investigation, spanning March 2025 to April 2026, uncovered persistent suicide-related content, including posts pinned or reposted by the platform itself.
The overseas-based provider neglected proper risk assessments, effective prevention systems, and prompt content removal.
Enforcement Steps Ahead
The provider, located outside the UK, has 10 working days to meet Ofcom’s demands. Continued non-compliance could prompt a court order blocking UK internet service providers from granting access to the forum.
